Chris Barley
President
Chris was raised at the Oregon coast where he chose to return when he co-founded Oregon Aerial Construction in 2007. He began his telecommunications career in 1999, after six years of active-duty service in the U.S. Army. Over the last 26+ years, Chris has worked nationwide to master everything from construction/maintenance of copper splicing, installation/repair, and aerial line construction/maintenance, with a special passion for adherence to NESC compliance standards. He continues to grow and share his knowledge of these standards by serving as the Publicity & Education Committee Chair with the Oregon Joint Use Association. Chris’s unwavering commitment to quality, people and integrity fostered Oregon Aerial Construction’s remarkable growth in the Pacific Northwest, where they were proudly acquired by Quanta Services in 2024.

Mike Royston
Vice President
Mike is a lifelong Oregonian and outdoor enthusiast, with a true appreciation for the beauty of the Pacific Northwest. Since 2000, he’s built a career in the communications industry working as a communications lineman on aerial construction, placing fiber and copper cabling, as well as managing new builds and maintenance projects. Additionally, he specializes in copper splicing, fiber optics, and cable installations across residential, commercial, and large-scale projects. When leading our skilled crews through complex, high-impact projects, Mike has a strong focus on quality and safety.

Josh Buford
Director of Fleet & Safety
Co-Founder of Oregon Aerial Construction, Josh helped launch the company in 2007 with little more than a bucket truck, a big idea, and two very determined people. Since then, the team at OAC has only grown stronger, delivering high-quality aerial construction solutions across the Pacific Northwest. Today, Josh proudly serves as the Director of Fleet & Safety. A self-described “gearhead at heart”, his personal passion for the automotive world has helped drive the success of the organization, ensuring that our crews stay equipped, efficient, and most importantly — go home safely every day. When he isn’t overseeing our fleet or rewriting safety protocols, you’ll most likely find Josh enjoying the outdoors or working on one of his many project cars.

Joe Jenkins
Director of Operations
Joe is a Pacific NW native who enjoys fishing, camping and many of the other outdoor activities our unique area provides for us. As our Director of Operations Joe brings a degree in technology and 25 years of industry knowledge to help drive our company’s success. From his background in ISP, OSP construction, and network engineering Joe is ready to assist with any project your company may have.
